Harold Wilson examines the problem and, critically and in detail, the efforts made to promote world development, concluding that the efforts made until then were on far too small a scale, and sets out a plan to tackle on the problem worldwide. Wilson was an Oxford economist, and later served as Prime Minister of the United Kingdom, from 1964 to 1970, and again from 1974 to 1976.
