In this very scarce pamphlet, James Harvey argues for the use of State paper money over the use of gold coins. He uses the example of the Governor of Guernsey Daniel Le Brock who, in order to build a market, issued 4000 market notes for one pound each. He argues that a similar concept could be used to resolve financial difficulties in Britain.

Unbound but internally firmly bound and intact. Externally generally smart, though chipped to the extremities. Tissue repairs to the first page and last page, securing the closed tear to the last page. Internally, firmly bound. Pages are bright and clean. Marks to the first page. Small losses to the extremities of the pages, not affecting the text.
