This work is a letter written by William Walton to Right Hon Viscount Palmerston regarding his policy regarding Portugal and the injustice and danger of its continuance.   At this time Maria II of Portugal had been on the throne from 1826-1828 and again from 1834-1853. At the time of writing Portugal had embarked on a Civil War following an absolutist uprising lead by Maria II's regent, fiance and Miguel. 

This letter regards England's involvement in the Portuguese uprisings and Civil War. Walton is pleading with Viscount Palmerston to end the hostility that England are showing to Portugal, 'what had the Portuguese Nation and their Sovereign done to warrant demonstrations of either disregard or hostility from us?'.. 'The multifarious warfare carried on against Portugal, when duly considered, will be found to have been unjust in its origin, illegal and inconsistent in principle, contemptible as regards the expedients resorted to, and injurious to our national character..'
