The first edition of this very scarce work.

In 1816, as a result of the efforts of leading Whig reformer Henry Brougham, a 'Select Committee on the Education of the Lower Orders in the Metropolis' was set up, which estimated that 120,000 children in London were receiving no schooling at all.

In 1820 Brougham introduced a bill 'for better promoting the means of education for His Majesty's subjects in England and Wales', proposing that schools should be aided by local authorities and that teachers should be members of, and appointed by, the Church of England.

English classical scholar, schoolmaster of Shrewsbury School, and Bishop of Lichfield, Samuel Butler discusses certain clauses of the bill in this letter.

With small ink inscriptions to the title page head and tail, and a small paper label to the title page tail.
